UNICEF’s Supply Division in Copenhagen is seeking a Quality Assurance Specialist to ensure that UNICEF engages with suppliers that meet high ethical standards and that risks are identified and mitigated in the procurement of supplies and services.

The Supply Division is responsible for overseeing UNICEF’s global procurement and logistics operation. The Division supports UNICEF Country Offices and partners in achieving UNICEF’s priorities by procuring supplies that meet high standards for quality and value and then ensuring their timely delivery. It also ensures that procurement by every UNICEF office follows organizational regulations and ethical standards. As well as supporting UNICEF’s ongoing programmatic activities and procurement and supply of essential commodities on behalf of governments, the supply function provides rapid supply response to emergencies. Ensuring the global availability of essential supplies through influencing markets for lifesaving commodities such as vaccines, essential medicines and health products, and implementing a range of supply chain models to ensure these supplies are delivered to children, are two overarching focuses of the Division.
How can you make a difference?
The Quality Assurance (QA) Specialist will assist in the establishment and implementation of a risk informed vendor evaluation process which will be applicable consistently throughout the organization. This will ensure that UNICEF engages with suppliers that meet high ethical standards and that risks are identified and mitigated in the procurement of supplies and services. The QA Specialist will be responsible for enabling continued improvement in the management of supplier performance to ensure timely delivery of quality products and services. This post reports to the Chief, Quality Assurance Centre (QAC) and will be responsible for the Supplier Evaluation Unit.
You will be accountable for:
Oversight and Guidance
- Responsible for the financial and non-financial evaluation of suppliers, including ethical and sustainability criteria.
- Coordinates related activities reviewing/ updating the supplier evaluation process and its steps within consecutive processes of supply chain for improvement (ensure the centralized database of suppliers related information and status covering all supplier evaluations aspects / criteria is established and updated on ongoing basis).
- Reviews / updates for improvement the supplier evaluation criteria related to both financial and non-financial evaluation aspects working closely with all SD centres, technical staff, HQ Divisions and GSSC.
- Recommends changes to procedures regarding overall process of suppliers evaluation, including supplier registration, supplier certification and supplier performance evaluation for uniform application across UNICEF.
- Collaborates with UN Agencies in developing systems and capacity for vendor evaluation.
- Provides advice / training to the Regional and Country Offices as well as to other parties regarding supplier certification process.
- Responsible for changes of SD website in terms of supplier evaluation.
- Lead process of reviewing allegations of supplier misconduct across UNICEF including update and review to any relevant remedial and corrective actions.
- Gathers data on UNICEF suppliers related to allegation cases and analyses the data to support decisions on suppliers’ eligibility, liaising with other UN Agencies, as relevant.
- Acts as Rapporteur of the Vendor Review Committee
Monitoring, Evaluation and Performance
- Coordinates activities related to monitoring supplier performance.
- Coordinates the implementation of monitoring of supplier performance in the procurement process.
- Works together with Supply Division Centres to establish tools and develop performance metrics and procedures for monitoring supplier performance.
- Provides supervision to bid administration process.
- Contributes to Enterprise Risk Management strategy in Supply Division.
- Establishes work plans and priorities for the unit, monitors achievements and evaluates performance of staff.
- Any other duties or assignments as requested by the supervisor.
To qualify as an advocate for every child you will have…
- Advanced university degree (Master’s or higher) in Business Administration (with a major in finance/accounting) or other related degree combined with finance and accounting training, preferably with a background in quality management standards.
- Accounting/finance certification is an added advantage.
- A minimum five (5) years of relevant professional experience in a commercial or an international organization focusing on the analysis of financial statements / audit / finance / accounting / banking / quality assurance / quality systems.
- Experience in business intelligence tools and assessments of ethical conduct, sustainability, sanctioned and politically exposed firms/persons are assets.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
